Manipur is the easternmost state of the Indian Union [where there has been a rising insurgency aiming for secession]. The AFSPA is a legislation enabling the armed forces of the union to exercise unguided power with immunity. Besides the power to search and arrest on mere suspicion, the Act sanctions even non-commissioned officers to shoot and kill any person.
